Substantive (or developmental) editing looks at structure and argument: is the document organised well, does it say what it needs to?

Choosing the right level
A proposal that has already been reviewed internally usually needs proofreading. A report written quickly by several people needs copyediting. A thesis chapter or a website that isn't converting may need substantive editing first.
